REFERRALS TO EMPANELLED HOSPITALS
1. It has been brought to the notice of this HQ that some contractual doctors employed in ECHS Polyclinics are issuing referrals to patients as per advice of the empanelled hospital specialists, without checking whether the procedures are listed / unlisted.
2. This results in the AFV undergoing a procedure in the empanelled facility and the subsequent claim raised to by empanelled hospitals has deductions as no prior permission was taken by the empanelled facility for the unlisted procedure (i.e Appendix A).
3. The doctors in the Polyclinics should be sensitized and familiarized with this issue and advised to issue referral for management of the disease and not for procedures e.g for cholelithiasis with ovarian cyst issuing referral for Lapcholecystectomy & Lap Cystectomy. This is mostly seen in referral from non-mil polyclinics which are allowed direct referrals to the empanelled hospitals.
