Final Proposal of Change in the Staffing pattern in different categories in Traffic and Commercial Departments, viz. Assistant Station Masters, Station Masters, Guards, Ticket Clerks etc. has issued by Railway Board to NFIR/AIRF:-

Sub: Change in the staffing pattern of different categories in Traffic and Commercial Departments, viz. ASMs, SMs, Guards, TCs etc.
As already discussed with the Federations, the final proposal on the above issues is attached. It is requested to go through the proposals before they are put up to MS for approval. If required, a meeting can be arranged to discuss the issues/doubts, if any with Traffic and Commercial Directorates.
Existing provision | Proposed | |
(i) | In terms of para 122 of IREM, Vol-1, the post of ASM is filled as under : (i) 60% by DR; (ii) 15% by LDCE from Staff working in Operating and Commercial Departments, G.P.Rs.2800 with 45 years of age (50 years for SC/ST) and minimum 5 years of service; (iii) 25% by General Selection from amongst employees possessing the qualification of Matriculation and working as Shunting Jamadars, Shunting Masters, Cabinmen-1, Switchmen, Sr. Signallers and Sr. Train Clerks in Grade Rs.4000-6000 (G. P.Rs.2400) and Leverman-1, Pointsman-1, Shunntman-1, Cabinman-11 and Train Clerks all in Grade Rs.3050-4590 (G.P. Rs.1900) with age limit of 45 years (50 years for SC/ST). |
Pointsmen and other erstwhile Group ‘D’ categories of Operating and Commercial Department in G.P. Rs.1800 with minimum 3 years service are made eligible against normal selection Quota for the post of ASM, if they possess required educational qualification. Staff of all departments in G.P. Rs.1800 with 3 years service are eligible for the post of ASM against LDCE quota, if they possess required educational qualification. |
(ii) | In terms of para 124 of IREM, VoH, post of Goods Guard is filled as under: (i) 60% by general selection from amongst serving regular employees with a minimum of three years service working in grade (s) Rs.3050- 4590(G.P. Rs.1900)/3200-4900(G.P.Rs.2000)/4000-6000 (G.P. Rs.2400) in the categories of Train Clerks/Sr. Train Clerks, Commercial Cierks/Sr. Commercial Clerks, Ticket Collectors/Sr. Ticket Collectors, switchmen, Asst. Guards/Sr. Asstt. Guards and Yard Staff individual quotas for each of these categories being fixed by the Zonal Railways. (ii) 13% by LDCE plus shortfall, if any, against (i) above from amongst serving regular non-ministerial employees in the Operating and Commercial Depts. with a minimum of three years service working in grade(s) Rs.3050-4590 (G.P. Rs.1900)/3200-4900 (GP. Rs.2000)/4000-6000 (G.P. Rs.2400) upto 40 years of age (45 years in the case of SC/ST) and having the qualification of Graduation; and (iii) 23% by direct recruitment through Railway Recruitment Boards plus shortfall, if any, against (ii) above. |
All erstwhile Group D staff with GP Rs.1800/- of Operating and Commercial Department with three years’ service and the required educational qualification are made eligible for general selection against 60% quota. It is also advised that in case of shortfall in promotion quota, the same may be shifted to GDCE quota instead of DR, in terms of Railway Board’s letter No. E(NG)I-2010/PM1/16 dated 10.9.2014 (RBE No.97/2014). Erstwhile Group categories of all departments in G.P.Rs.1800 with minimum 3 years service with required educational qualification, along with Senior Commercial Clerk in GP. Rs.2800 are made eligible against 15% LDCE quota for the post of Goods Guards. |
(iii) | In terms of para 128 of IREM, Vol-i, the post of Commercial Clerk (G.P.Rs.2000) is filled as under: (i) 50% by direct recruitment through Railway Recruitment Board; (ii) 33-1/3% by promotion by a process of selection from eligible Group ‘D’ categories of staff as specified by the Zonal Railways as per procedure prescribed in para 189; and (iii)16-2/3% by promotion entirely on merit of Matriculate Group ‘D‘ employees from eligible categories, as specified by the Zonal Railways for (ii) above, with a minimum of 2 years regular service in the concerned seniority unit on the basis of a competitive examination consisting of Written Test and Record of Service of 85 and 15 marks respectively. |
Erstwhile Group ‘D’ staff with GP. Rs.1800 of Operating and Commercial Department be allowed to appear for the post of Commercial Clerk against 33-1/3% quota, if otherwise eligible. The LDCE quota of 16-2/3% quota for Commercial Clerk be thrown open to erstwhile Group ’D’ staff with G.P. Rs.1800 of all departments subject to possession of required educational qualification and three years’ service. |
(iv) | Post-of Section Controller is filled asunder (i) 75% by Promotion; (ii) 15% plus shortfall against LDCE by DR (Traffic Apprentice); (iii) 10% LDCE. Guards upto 48 years of age are eligible for promotion by selection as Section Controllers in scale Rs. 930084800 (G.P.Rs.4200) against 30% of the vacancies in that grade. |
Goods Guards/Passenger Guards/Mail Express Guards (G.P.Rs.42oo, ASM/SM (G.P.Rs.4200), Asstt Yard Master (G.P.Rs.4200) are allowed to be considered for selection as Section Controller, although in same grade. |
(v) | In terms of Board’s letter dated 23.01.2007, there is a specific provision for counting of day to day period for promotion of Loco Pilots from one grade to another towards minimum residency period with certain conditions. Though Guard is also a running category, there is no mention of this category in the instructions dated 23.01.2007, so ad hoc officiating period of Guard is not taken into account for counting minimum 2 years residency period for promotion from one grade to another grade. | The day-to-day officiating period of Guards are to be counted towards minimum residency period for promotion from one grade to another. |
