Government committed to one rank-one pension, no doubt about it: PM Narendra Modi

One rank, one pension We are in consultation with defence personnel on its definition. We are committed to it. We are looking for a way where all stakeholders agree. This should not be politicised.
Three days after completing his first year in power, Prime Minister Narendra Modi, in a no-holds- barred interview to The Tribune today, said his government was committed to One Rank One Pension (OROP) for ex-servicemen and that no one should have any doubts about its implementation. The PM said the Congress was politicising OROP. “The previous governments don’t have the right to speak about it because they did nothing when they were in power.”
On OROP, the PM said the government was “in constant discussions with the armed forces personnel to arrive at a please-all definition of OROP of which there are varied versions.”
“No one should have any doubts about OROP’s implementation. I want everyone to know that through The Tribune. But there are varied versions about what the definition of OROP should be. Would it be proper for me to take a decision without keeping the armed forces personnel in the loop? So we are trying to arrive at a please-all decision,” the PM said.
In an evident dig at Congress vice president Rahul Gandhi who recently threatened an agitation if OROP was not implemented soon, the PM said, “OROP for me is not a political programme. For 57 years the jawans have been demanding OROP, but the previous governments did nothing. Those who were part of then governments must realize they don’t have the right to speak on this issue.”

Interviewer: Will you deliver on the one-rank-one-pension (OROP) promise
to the defence personnel?
Modi: We are committed to OROP, but we are in consultation
with defence personnel regarding the definition of
OROP. Our government is here for five years, and we
cannot do anything without consulting the people concerned.
The dialogue is being actively pursued. There
is no need to have any doubt on this. The Tribune has
a large readership among defence personnel, and
through you I would like to assure them we are
absolutely committed. It is just that there are too many
definitions going around yet, and we are looking for
one on which all stakeholders agree. For me this is not
a political agenda

One Rank one pension does not mean that pension for the same rank will be in parity Horizontally, vertically & Diagonally at the centre of a rectangle. I Mean Gr-X Nb Subedar with 20Yrs service should not get the same pension as of Gr-X Nb Subedar with 33 Yrs Service.Similarly Gr-Y Nb Subedar with 20 yrs service can not be given the pension of Equal amount of Nb Subedar of Gr-X having 33 Yrs Service
OROP definition should have been the "Same Pension for Same Rank Same Group, Same length of Service on any given Month (at least on 31st July of every Year)
As such Horizontal & Vertical parity within Group can be maintained but not Try & insist for the Diagonal parity which will be against natural principle.
orop should be in two part, 1 length of service, 2 superanuation.Individual takes premature retirement draw pension as per length of service one served second for superanuation same rk same pension.
One Rank One Pension is a policy, TITLE of a policy, in short cut. It does NOT all the Ex-Servicemen Sepoys or Generals of same rank will get same amount of pension. The pension will be calculated on the length of service and the last pay. On the same rank the Pay Scale vary on length of service and the Group and date of promotion. This is applicable to all the Ex-Service from Sepoy to General.
But what it means is that: Latest pension scale is applicable to all the pensioners. For example a pensioner of 1970, 21 year Service, Rank Havildar, Group A will receive equal amount of pension of a pensioner of current year with same year of service Rank and Group. Further more: in 1970 Group A (now X), baseline was Rs109, plus Rank pay Rs 20, plus Class One Rs 17 (109+17=127), plus yearly increase of Rs0.50, plus Good Service Pay Rs4 for every four year service, the basic pay was about Rs160 a month, plus applicable DA.
A pensioner of 1970 receives much less pension today compared to today's pay scale. ONE RANK ONE PENSION is RECONCILIATION between the TWO SCALES.
Although the rank is same the differences in the length of service and the Group and the last pay
mr bhagat singh koshyari to be requested to come and explain the real defination of this complex issue. so far no body can define what orop is.past retiree soldier and present retiree should get same pension. up to this is ok but what is length of service. this perticular word creating lot of confusion. every one have their own interpretationlikefor example offr A served as col for 10 year and another offr served as col for 7 years mr koshyari word gives alacuna that these two sffrs should get same pension.
If it is not true some one please educate us on this issue.
the government has been saying just starting the budget session. First it was announced that this finalized & first quarterly arrears will be given in April pension. than again it was announced that in May. Now defense minister says there is no limits of time to implement. It means BJP government (MR Narender Modi) announced in one of rally in Haryana for implementation OROP to get the Vote of EX servicemen then fool around the people.
