Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to satate :-

(a) whether Government has any schemes for the continuing education of the persons in armed forces and if so, the details thereof;

(b) the details of community college programmes offered for Armed Forces in the country;

(c) whether Government has discontinued the Army-IGNOU community colleges;

(d) how many persons have enrolled in those colleges and how many have been awarded degrees; and

(e) whether it is a fact that many soldiers enrolled in those colleges have not been able to complete the programmes, the exams are either not conducted or the final degree is not awarded and if so, the details thereof and the reasons therefor?

(a) & (b): Indira Gandhi National Open University (IGNOU) has informed that it has its own arrangement in place for imparting education to Armed Forces with a view to facilitate them to continue their higher education through IGNOU programmes under the following schemes:

i. IGNOU Army Educational Project (IAEP) since 1999

ii. IGNOU Navy Educational Project (INEP) since 2000

iii. IGNOU Assam Rifles Educational Project (IAREP) since 2002

IGNOU has further informed that it has started 77 Certificate/Diploma programmes etc. under Community College Scheme of the university for the benefit of the Armed Forces personnel.

(c): No, Sir. However, as per the information furnished by IGNOU that the Board of Management (BoM) of the university in its 118th meeting held on 15th June, 2013 accepted the recommendations of the Community Colleges Review Committee for discontinuation of the Community College Scheme including Army Community College Scheme. The main reasons for discontinuation of the same were that the courses/programmes offered were neither in accordance with the university’s statues nor the university had domain knowledge and subject expertise in their curriculum design & delivery.

(d): Under Army IGNOU Community College Scheme (Gyandeep) 4,21,204 students have enrolled and till now university has already awarded Certificates/Diplomas etc. to 1,07,628 students. Similarly, under Air Force IGNOU Community College Scheme (Akashdeep) 49,615 students have enrolled and till now 49,505 Certificates/Diplomas etc. have been awarded to the students.

(e): The MoUs signed by IGNOU with the Indian Army and Air Force with regard to Gyandeep and Akashdeep seek to confer educational certification to soldiers of Indian Army and Airmen of Indian Air Force within the parameters laid down by IGNOU for Community Colleges, recognizing the inservice training undergone by them in their establishments. The result based on examination and evaluation conducted by the Armed Forces at their respective centres are being sent to the University for compilation of the grades and in turn issuance of grade Cards & certificates.

(क) और (ख): इंदिरा गांधी राष्ट्री य मुक्त विश्वनविद्यालय (इग्नू ) ने सूचित किया है कि सशस्त्र बलों को शिक्षा प्रदान करने के लिए उन्होंिने इस तथ्य् को ध्या्न में रखते हुए स्व्यं अपनी व्यंवस्थाप तैयार की है कि निम्नगलिखित योजनाओं के अंतर्गत इग्नू कार्यक्रमों के माध्यूम से अपनी उच्चोतर शिक्षा जारी रखने के लिए उन्हेंं सुविधा प्रदान की जा सके: 

i. 1999 से इग्नूा आर्मी शैक्षिक परियोजना (आईएईपी)

ii. 2000 से इग्नूा नेवी शैक्षिक परियोजना (आईएनईपी)

iii. 2002 से इग्नूा असम राइफल्सक शैक्षिक परियोजना (आईएआरईपी)

इसके अतिरिक्तव, इग्नूू ने सूचित किया है कि इसने सशस्त्र बलों के कार्मिकों को लाभ देने के लिए विश्वतविद्यालय की समुदाय कॉलेज योजना के तहत 77 प्रमाणपत्र/डिप्लोकमा कार्यक्रम इत्या्दि शुरू किए हैं।

(ग): जी, नहीं। तथापि, इग्नूत द्वारा भेजी गई सूचना के अनुसार 15 जून, 2013 को आयोजित अपनी 118वीं बैठक में विश्वीविद्यालय के प्रबंधन बोर्ड (बीओएल) ने आर्मी कम्यूकनिटी कॉलेज योजना सहित कम्यूवनिटी कॉलेज योजना को बंद करने हेतु समुदाय कॉलेज समीक्षा समिति की सिफारिशों को स्वीीकार किया था। इसे बंद करने के मुख्यस कारण ये था कि प्रदान किए गए पाठ्यक्रम/कार्यक्रम न तो विश्वाविद्यालय की सांविधि के अनुसार थे और न ही विश्वाविद्यालय के पास अपनी पाठ्यचर्या के डिजाइन और डिलीवरी में क्षेत्र ज्ञान और विषय विशेषज्ञता थी। 

(घ): आर्मी इग्नूइ समुदाय कॉलेज योजना (ज्ञानदीप) के तहत, 4, 21, 204 छात्र नामांकित किए गए हैं और अब तक विश्वनविद्यालय ने 1, 07, 628 छात्रों को पहले से ही प्रमाणपत्र/डिप्लोूमा इत्यानदि प्रदान किए हैं। इसी प्रकार, वायु सेना इग्नूह समुदाय कॉलेज योजना (आकाशदीप) के तहत 49, 615 छात्रों का नामांकन हुआ है और अब तक 49, 505 प्रमाणपत्र/डिप्लो मा इत्याजदि छात्रों को प्रदान किए गए हैं। 

(ड.): ज्ञानदीप और आकाशदीप के संबंध में भारतीय सेना और वायु सेना के साथ इग्नू द्वारा हस्ताणक्षरित समझौता ज्ञापन में, अपने प्रतिष्ठायनों में उनके द्वारा लिए गए सेवाकालीन प्रशिक्षण को मान्य‍ता प्रदान करते हुए, समुदाय कॉलेजों के लिए इग्नूे द्वारा निर्धारित पैरामीटरों के भीतर भारतीय सेना के सैनिकों और भारतीय वायु सेना के वायु सैनिकों को शैक्षिक प्रमाणन प्रदान करने की व्य वस्थाभ है। अपने संबंधित केन्द्रों पर सशस्त्र बलों द्वारा संचालित परीक्षा और मूल्यां कन के आधार पर परिणाम को ग्रेडों के संकलन हेतु विश्वरविद्यालय को भेजा जा रहा है और इसके बदले में ग्रेड कार्डों और प्रमाणपत्रों को जारी किया जा रहा है।
