Hostel facilities in various Central Universities including University of Delhi

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-

(a) whether the Government has taken note of the deficiency in hostel facilities in various Central Universities including University of Delhi and its subsequent impact on the cost of education; 

(b) if so, the details thereof, university-wise and the reasons therefor; 

(c) whether the Government is planning to take necessary steps to augment the hostel capacity; and 

(d) if so, the details of steps taken/to be taken by the Government and funds allocated and utilized for this purpose?

(a) & (b): At present there are 420 hostels in 39 Central Universities with capacity of 66517 students. A detailed statement of numbers of hostels as on 31.03.2014 is enclosed at Annexure. 

(c) & (d): Construction of hostel facilities in central universities is an ongoing endeavor. The increase in number of students is leading to new demand for hostel facilities. The newly established central universities, 16 in number, have yet not created the entire infrastructure required. Most of the old central universities have adequate hostel facilities. However, University Grants Commission (UGC) is giving grants to all universities, based on demand from time to time. From the XII Plan, Block Grant System has been introduced under the General Development Scheme. Under this system, all the Central Universities including the University of Delhi have the freedom to construct the building project, including hostels, as per their priorities and requirement within the Plan Allocation. Further, during the XII Plan UGC has also continued a special scheme for construction of women hostel.
