ECHS REFERRAL PROCEDURE: TYPE ‘D’ NON-MIL POLYCLINICS
1. Refer Gol letter No. 22 (72)106/D(Res)/US(WE) (Vol -IV) dated 12 Nov 13.
2. The post of Medical Specialist in Type D Non-Mil polyclinics has been abolished vide the above mentioned letter. As per the Referral Policy issued vide letter No. B/49774/AG/ECHS/Referral dated 01 Dec 09, Para 7 (d), referral for superspeciality services in an empanelled hospital can be made only by a specialist at the polyclinic, or on advice of the concerned specialist of a Service hospital or concerned specialist of the local Govt. hospital or the concerned specialist of the empanelled hospital (in absence of a Service hospital).
3. In order to obviate inconvenience to ECHS beneficiaries, Medical Officers of polyclinics will be authorized to refer patients to a concerned specialist of the Service hospital or in case there is no Service hospital available locally, then to the concerned Govt. specialist at the local Govt. hospital or for general service specialities at an empanelled hospital. If any of the above specialist advises treatment by a super specialist, then the patient can be referred by the Medical Officer of the Polyclinic to the super specialist concerned at the empanelled hospital.
4. A case for restoration of the post of Medical Specialist in Type D Non-Mil Polyclinics has, in the mean time, been taken up with the DoESW.
