OFFICE MEMORANDUM

Subject: Grant of one increment in pre-revised pay scale – OM dated 19.3.2012 – clarification regarding.

The undersigned is directed to invite a reference to this Ministry’s Office Memorandum of even no. dated 19.3.2012 which provides that those Central Government employees who were due to get their annual increment between February to June during 2006, may be granted one increment as on 1.1.2006 in the pre-revised pay scale as a one time measure and, thereafter, will get the next, increment in the revised pay structure on 1.7.2006.

2. As per this Ministry’s OM No. F. No. 1/1/2008-IC dated 30th August, 2008, fitment tables have been prescribed in Annexure-I thereto, specifying the stages of revised pay in the revised pay band with reference to each stage of pre-revised pay in various pre-revised pay scales. As per the fitment tables, the stage of revised pay in the pay band has been mentioned at the same stage in respect of two consecutive pre-revised stages of pay in cases of certain pre- revised scales.
3. This Ministry has been receiving references as to whether in cases where the fitment table provides for the same revised stage in case of two consecutive pre-revised stages in a particular pre-revised scale of pay, the benefit of bunching is admissible after grant of one increment in the pre-revised pay scale by virtue of this Ministry’s OM dated 19.3.2012.
4. The matter has been considered and it is clarified that Fitment Table contained in the aforesaid OM dated 30.8.2008 is to be strictly followed for fixation of pay in the revised structure without any deviation.

5. In cases where the stages of fixation of pay in the revised pay band as per fitment table contained in the aforesaid OM dated 30.8.2008 provides for the same revised stage in the Pay Band with reference to two consecutive stages of pre-revised pay in the corresponding pre-revised scales, then in such cases due to application of this Ministry’s OM dated 19.3.2012, there will be no change in the revised pay as on 1.1.2006, if the revised stage with reference to the pre-revised pay after accounting for one increment in the pre-revised scale does not undergo any change as per the Fitment Table. It is also clarified that no further bunching will be allowed in such cases and no re-fixation of pay will be admissible in the revised pay as on 1.1.2006.

    Respected sir
    Iam retired chargeman from defence on 31dec2017.My question that i was appointment is 7.april.1980 along with my two others colleges and increment date is same w.e.f 1980 to April 2001but after passing my supervisory test in the month of July 2001 and opted fixiation from July 2001but my colleague’s one passed in the month of July 2000 and passed in months of feb 2001 and both opted fixiation from APRIL 2001 and pay fixed in pay scale 5000-150-8000 in first ACP Rs 6200/- for both in the month April 2001 and my ACP fixed same in the month of July 2001 Rs 6200/- but I am senior to them by records office and by army AHQ due to my age.Soecond ACP was granted to me and to my juniors in the years 2004 for both juniors w.e.f from April 2004 Rs6900/-with DNI April 2005 rs@175/- I.e rs 7075/-and in my case pay fixed Rs 6900/-in the month of July 2004 with DNI July 2005 rs@175 I.e rs 7075. Last pay drawn is same w.e.f Jan 2006 up to June 2012 with allowances with fixiation of 6th CPC After that one time order 19 March 2012 juniors to me draws more pay with one increment of feb to june because of increment date is April but my increment date is July due to opted in fixation Respected sir I submitted an application in the month of 1 Oct 2012 to stepping up pay at par to juniors because I am senior to them but they takes 9 years to decide in my case and still pending due to my own department not submitted correct information to higher authority and PCDA WC CHANDIGHAR in this CONNECTION I am still fighting this case and approached Defence Ministry in this connection Now I have received letter from higher authorities FROM PCDA WC CHANDIGHAR THE OFFICIAL IS NOT ENTITLED OF STEPPING OF PAY Further in case if the petitioner submits a representation that addresses the requirements of ANNEXURE III CHECK LIST FOR CASES OF REVISED OPTIONS THEN MATTER WILL BE PROJECTED TO PCDA WC CHANDIGHAR RESPECTED SIR IS order IN MY FAVOUR. BY RE-EXERCISE OPTION FROM JULY 2001 TO APRIL 2002 I know IS BENEFICIAL FOR ME waiting for your suggestion Thanking you

    MY DATE OF INCREMENT IN THE YEAR 2005 WAS MAY 2006 I GOT PROMOTION IN FEB 14 2006 I GIVE OPTION FOR FIXATION FROM MY DATE OF INCREMENT I GOT INCREMENT IN MAY 2006,2007,&2008 BUT AFTER 6TH CPC THE DATE OF INCREMENT WAS IN JULY I ALSO GET PROMOTIONAL INCREMENT IN JULY 2006 AS MY DATE OF INCREMENT IS WITHIN FEB06 TO JUNE 06 MAY I ILLIGIBLE FOR ONE ADVANCE INCREMENT IN THE PRE REVISED SCALE AS PER RAILWAY BOARDS RBE NO-40/2012

    Does any member know the Pay fixation rules for the new recruit who joined after 1/1/06 (say, 1/9/06) and given N advance increments (say, N=2 and N=5) in the pre-revised Pay Scale?
    I moved from ICAR to State Agriculture University under Govt. of Odisha as a new recruit appointed on 14/8/06 in the pay scale, 16400-450-22400 (Professor, Direct recruited) and the initial pay was fixed at 18200, with 4 increments as per the appointment offer Terms and Condition.
    Directly recruited professors had been fixed at a pay not less than 43000 in pay scale of 37, 400 to 63, 000/- in pay band II with effect of 01.01.2006
    What should be my new Pay on the date of joining? What will be the fate of special advance increments given in earlier pay scale in the terms and condition of appointment? If so, is there any documentary evidence to claim the benefit?

    The Head clerks,HBC,HPC,HTC etc.,who retired pre 1996 could reach only 1400-2300 scale even after more than 30 yrs of service. now they are kept in GP 2800/-when merging scales. they shd be fixed in GP 4200/-and pay band of 5000-8000. These class of employees were the victims of non-consideration of cadre restructuring in that period.LET THE LIVING FEW GET SOME BENEFIT AT THE END OF THEIR LIFE ATLEAST.

      please consider the plight of the pre 1996 retirees like ASMs,HTCs,Head clerks,HBCs,HPCs,and other employees who had retired in the scale 1400-2300 itself due to failure of cadre restructuring at that periods, The demand of the various Rlys unions for refixing their scale and grade pay may be putforth. Many such surviving employees will be grateful to the Union. I am enclosing a union's demand below:
      RESTORE REDUCTION OF PENSION OF PRE-1996 PENSIONERS W.E.F. 1.1.2006.
      Railway Pensioners who retired prior to 1.1.1996, from specified category of posts such as
      Head Clerk, JE Gr. II, Chargeman B, PWI, DSK, AYM, PI, ECRC, ASM, HTC, TI, MCM etc. etc.
      from scale Rs. 1400-2300, are badly affected, due to denial of min. pension Rs. 6750 w.e.f.
      1.1.2006. . Their pension is now being fixed retrospectively by placing
      them in scale Rs. 4500-7000 / PB1+2800 GP, instead of Rs. 5000-8000 / PB2+4200G.P, This
      problem exist only in Railways. Other sister departments have correctly fixed the
      corresponding categories in PB II.
      Subject was discussed in 20th SCOVA Meeting held on 21.9.2011 and Railway Board was
      advised to sort out the issue after hearing the representatives of Pensioners Assns.4 | Page
      But so far no action has been taken by Rly. Board . This Convention therefore, urges
      Honorable Minister of Railways to intervene to resolve the issue very early.

    Dear sir,
    My pay as per 6th CPC has been fixed from 26/5/2006 ie, date of promotion in the grade pay of Rs. 8700/-. I was not granted increment as on 1/7/2006 as I did not complete 6 months in the revised pay structure as per CCS(RP) Rules, 2008. Kindly clarify whether am I entitled for increment as on 1/7/2006 as per Finance Minisrty's the O.M. No. 10/02/2011-E.III/A dated 19th March, 2012.

    ONE TIME INCREMENT MEASURE IN PRE-REVISED SCALE AS ON 1.1.2006 – NEEDS CLARIFICATION ( MIN.OF FIN. ORDER DT. 19/03/2012 )
    I was promoted to the post of Sr.TA w.e.f. 15/12/2005 i.e. from pay scale of 4000-100-6000 to pay scale of 5000-150-8000. As my old date of increment was 01st April, I had filed an option for fixtion of my pay. As on 14/12/2005, I was drawing Rs.4800/-. My pay was fixed at Rs.5000/- w.e.f. 01/01/2006 and Rs.5150/- w.e.f. 01/04/2006. Will I get benefit of the above mentioned order?

      I think 01-04-2006 is not your DNI, it is the date of fixation of pay on promotion from DNI. Therefore, you are not eligible for this relaxation.

    Dear Sir,
    ONE TIME INCREMENT MEASURE IN PRE-REVISED SCALE AS ON 1.1.2006 – NEEDS CLARIFICATION ( MIN.OF FIN. ORDER DT. 19/03/2012 )
    My normal date of increment was 1.5.2006 (Last increment drawn in the month of May, 2005), but retired on superannuation on 31-01-2006 ( A/N ). My request for the grant of one time measure increment in pre-revised scale on 1.1.2006 has been rejected by my Office / PAO on the ground that increment in the month of May, 2006 was not due since I was already retired on 31/01/2006 (AN).
    The ministry’s order is not clear whether Govt. employees retired between February and June, 2006 and whose normal date of increment was between the said period (Feb.2006 to June,2006) but retired before their normal date of increment (month) also get one time increment as on 01-01-2006 as they were on duty /service on that date i.e. 01-01-2006. If not, such employees will be in a great loss compared to other employees whose increment is in the month of Feb-June 2006 and retired in the month of July, 2006 & afterwards as they will entitled for grant of two increments (i.e. on 01-01-2006 as well as 01-07-2006 ) and also other consequent retirement benefit.
    As per the confederation of Central Government Employee’s Secretary General clarification “ IT IS APPLICABLE TO ALL GOVT. EMPLOYEES AS ON DUTY ON 1.1.2006 AND WHOSE DATE OF INCREMENT WAS BETWEEN FEBRUARY AND JUNE, 2006 WOULD BE NOW GIVEN AN INCREMENT IN THE PRE-REVISED SCALE OF PAY AS ‘ONE TIME MEASURE’ AND THEN AGAIN REFIXED WITH ANOTHER INCREMENT IN THE NEW PAY ON 1.7.2006. ALL SUCH OFFICIALS WHO’S PAY WILL BE REFIXED W.E.F. 1.1.2006 SHOULD GET ARREARS AND OFFICIALS WHO RETIRED AFTER 1.1.2006 WILL GET THEIR PENSION UPWARDLY REVISED WITH ALL CONSEQUENTIAL RETIREMENT BENEFITS”.
    As per my opinion also it should be applicable to all government employees as on duty on 1.1.2006 and whose date of increment was between February and June, 2006 may be granted additional increment as one time measure in pre-revised scale on 1.1.2006 and also for re-fixation of pension as well as get other retirement benefit.

      the above benefit will be applicable only to those whose date of increment fell between 1st Feb to 1st Jun and who were on duty during the increment date i.e. who has really drawn the increment and not for whose who were not in duty. Your PAO is correct
