NOTIFICATION
New Delhi, the 3rd April, 2013
        G.S.R 206(E).— In exercise of the powers conferred by clauses (b) and (c) of sub- section (2) of Section
141 of the Border Security Force Act, 1968 (47 of 1968) and in supersession of the Border Security Force, Combatised Assistant Sub Inspector (Steno) and Head Constable (Ministerial) Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Assistant Sub Inspector (Stenographer) and Head Constable (Ministerial) in the Border Security Force, namely :

        1. Short title and commencement.—(1) These rules may be called the Border Security Force, Combatised Assistant Sub-Inspector (Stenographer) and Head Constable (Ministerial) Recruitment Rules, 2013.
        (2) They shall come into force on the date of their publication in the Official Gazette.
        2. Number of posts, classification and pay band and grade pay or pay scale.- The number of the said posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
        3. Method of recruitment, age limit, qualifications, etc. – The method of recruitment to the said posts, age
limit, qualifications, and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
        4. Disqualification.—No person,—
            (a) who has entered into or contracted a marriage with a person having a spouse living; or
            (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts :
            Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
        5. Medical Fitness .—No person shall be eligible to be appointed under these rules, unless he or she fulfills
“SHAPE-I” medical category specified by the Ministry of Home Affairs or the Force from time to time.
        6. Ineligibility of aliens .—No person who is not a citizen of India shall, except with the prior
permission of the Central Government in writing, be appointed under these rules:
            Provided that nothing contained in these rules shall apply for the appointment, enrolment or employment
of a citizen of Nepal or Bhutan.
        7. Superannuation .— (1) Every person appointed under these rules shall retire from service on the afternoon
of the last day of month in which he or she attains the age of fifty seven years or as specified by the Central
Government from time to time:
            Provided that the person whose date of birth is first of a month shall retire from service on the afternoon of
the last day of the preceding month on attaining the age of superannuation.
            (2) No person shall be granted extension in service beyond the specified age of retirement on superannuation.
        8. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
        9. Saving.- Nothing in this rules shall affect reservations, relaxations of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward
Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(Upper age limit shall be relaxable by five years for the candidates belonging to the Scheduled Castes and the Scheduled Tribes and three years for the Other Backward Classes. Also relaxable for Government servants and Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time. For departmental candidates, upper age limit shall be upto forty years for General candidates and Other Backward Class candidates and forty-five years for the Scheduled Castes and the Scheduled Tribes candidates.
       Note : The crucial date for determining the age limit shall be in accordance with the Office Memorandum No. AB-14017/70/87-Estt.(RR), dated the 14th July, 1988 of the Department of Personnel and Training, that is, the first day of January of the year in which examination is held if the competitive or written examination is conducted in the first half of the year and first day of August of the year if the competitive or written examination is conducted in the second half of the year.

Educational and other qualifications required for direct recruits

(i) Intermediate or Senior Secondary School Certificate (10+2) examination from a recognised Board of University or equivalent;

(ii) Skill test norms on computer : —
Dictation: 10 minutes @ 80 words per minute.
Transcription time – 50 minutes in English or 65 minutes in Hindi on computer.

(iii) Physical standard.

(iv) Medical standard

(a) Eye sight- The minimum distant vision should be 6/6 in one eye
and 6/9 in other eye without correction, that is, without wearing of glasses or lenses;

(b) Candidates must not have Knock knee, Flat Foot, Squint in eyes Varicose vein and they should possess high colour vision. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.
