Policy for absorbing ex-servicemen into Civil Services

The Directorate General Resettlement, the apex body under the Department of Ex-servicemen Welfare, Ministry of Defence responsible for resettlement of ex-servicemen including officers, organizes orientation training programmes and facilitates job re-settlement for ex-servicemen. Ex-military personnel including Short Service Commissioned Officers, who have completed their terms of engagement and fall under the category of ex-servicemen, are extended all the resettlement facilities. Percentage-wise reservation ranging from 10% to 24.5% of the available vacancies in Group C of the Central Government posts and services and Group C & D posts in Central Public Sector Undertakings/Banks have been provided for the willing and eligible ex-servicemen. 10% vacancies are reserved in all the posts up to the level of Assistant Commandant in all para-military forces. Moreover, suitable age relaxation is available for the ex-servicemen in services or posts filled by direct recruitment. 
The data of retired military officers, who have been absorbed in the civil services and Government Departments, is not centrally maintained.

Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-

(a) whether there is a policy or legislation that ensures ex-military personnel, especially short commissioned officers for absorbing into civil services posts or Government services upon their retirement;

(b) if so, the details thereof;
(c) if not, whether there is a proposal to introduce such provision through a policy or a legislation;
(d) if so, the details thereof; and
(e) the details of rank-wise data of retired military officers who have been absorbed in the civil services and in Government Departments during the last three years?

    POLICY IS NOT CLEAR-

    VERY SOON THERE WILL BE CASES IN COURTS..

    MY OBSERVATION IS=

    POLICY SAYS=

    (a) For appointment to vacancies in Group B (Non-Gazetted), Group C or Group D posts in Central Government, an ex- serviceman shall be allowed to deduct the period of actual military service from his actual age
    and if the resultant age does not exceed the maximum age limit prescribed for the post for which he is seeking appointment by more than three years, he shall be deemed to satisfy the condition regarding age limit.

    IN THIS IT IS NOT MENTIONED THAT AGE RELAKSATION IN PARA MILITARY FORCES WILL BE THERE FOR ASST CDT POST OR NOT?

    Ex-servicemen (Re-employment in Central Civil Services and Posts) Amendment Rules, 2012=

    (3) –

    in rule 4,-
    (a) for sub-rule(I), the following sub-rule shall be substituted, namely:-

    "(i) Reservation of vacancies: — Ten per cent of the vacancies in the posts upto of the level of the Assistant Commandant in all para-military forces, ten per cent of the vacancies in Group 'C' posts; and twenty per cent of the vacancies in Group 'D' posts, including permanent vacancies filled initially on a temporary basis and temporary vacancies which are likely to be made permanent or are likely to continue for three months and more, to be filled by direct recruitment in any year shall be reserved for being filled by ex- servicemen."

    WITHOUT AGE RELAKSS WHAT IS THE USE OF RESERVATION?

    IF 5 YEARS AGE RELAKSS IS GIVEN AS THIS IS ALL INDIA OPEN EAM , LET ME KNOW HOW ANY PERSON EILL GET RETIRED BEFORE AGE OF 0 YEARS.

    SO, BETTER = an ex- serviceman shall be allowed to deduct the period of actual military service from his actual age for asst cdt post too.

    MODIFICATION REQUIRED IN POLICY.

    Policy for absorbing ex-servicemen into Civil Services:

    It is not fare decision to absorb the ex-servicemen as group C & D employees into Civil Services. Let them liberalise to apply for any kind of posts up Group A as per their qualifications and experiences. Govt. should think before making a policy why EX-SOLDIERS is condidered FIT for Group D (Cleaning of office job), where as many of soldiers are MBA, CA, IIT and done well in their long armed service being in all fields. Why they cant be given age relaxations and reservations in the GOVT. & SEMI GOVT. sectors.
    Govt. should think well about ex-servicemen because now-a-days A 10+2 pass diploma holder get job of 9300-34800 scale within few days and reaches upto director post within 10-15 years. where as a soldiers having more qualification like MASTER DEGREE, MBA retires with 2400 or 2800 grade pay even after serving the nation for 20 years and when he comes in CIVIL , for him GROUP D SAFAI KARAMCHARI OR GUARD job is availabe under quota for so called :Policy for absorbing ex-servicemen into Civil Services.

    why? why so much unjustifications with SOLDIERS in India.
    In near future, quality of personnel in ARMED FORCES will be going down, survey says that least preference given to DEFENCE sector, which proves well.
    Due to these well oberved facts, a SOLDIER who is serving or retired/discharged never likes to send his wards to DEFENCE sector.

    I request to policy makers to consider well before making policies on SERVING or EX-SERVICEMEN because it affects our national power / defence powers.
