Period prescribed for ad hoc service under the Union Government

(a) The total period for which the appointment/promotion may be made, on adhoc basis, is limited to one year. In case there are compulsions for extending any adhoc appointment/promotion beyond one year, the approval of the Department of Personnel & Training has to be sought. Also, the Department of Personnel & Training has delegated powers to the administrative Ministries/Departments for appointing the officials of Group ‘C’ and erstwhile Group ‘D’ posts on ad-hoc basis upto a period of three years, in consideration of exigency of work. 
(b) to (f): As per the extant policy of the Government, all posts are to be filled in accordance with provisions of the applicable Recruitment Rules. Promotions/appointments on ad-hoc basis are resorted to in exceptional circumstances, to a post which cannot be kept vacant in consideration of its functional/operational requirement. Such ad-hoc appointees have to be replaced with regular incumbents, selected in accordance with procedure prescribed in the relevant applicable statutory Recruitment Rules, at the earliest. In view of this, there is no requirement of making ad-hoc service permanent.

Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-

(a) the period prescribed for ad hoc service under the Union Government;

(b) the rules laid down for making ad hoc service permanent;

(c) whether any directives have been issued for making the ad hoc service permanent;

(d) if so, the details thereof;

(e) the reaction of the Government to negligence in making ad hoc service permanent; and

(f) the corrective steps taken by the Government in this regard?

    Sub: Regarding surrender of all the post of jr.clerk.
    I am a sportperson and also a Graduate I joined in class IV in 1998 and then i gave the exam for Routine Clerk in 2002 which is also a Class IV exam .Now the problem arise that all the jr. clerk post has been surrender so ,there is no channel of promotion for us.
    So kindly inform me if there is a chance to get promoted from Class IV to Class III.

    SUB: Regarding the Period of Ad-hoc Service.

    I was posted as AHRO (Accounts) in LSG NB cadre w.e.f. Dec 2000. After completion of about 5 years and 9 months, I was reverted as T/S Accountant in Sep 2006. From there onwards, I am being posted on Ad-hoc basis as AHRO (Accounts) for Eleven Months till date after giveing break.

    Kindly inform me whether this action of the department is in accordance with the reply of Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (SHRI V. NARAYANASAMY)to Question No 4208?
