Designating the retired CAPF personnel as Ex-CAPF and Ex-Servicemen Status

The Ministry of Home Affairs has issued an OM to provide the status of “ex-central police personnel” to more than 15 lakh Central Armed Police Force (CAPF) personnel on par with the “ex-servicemen” status of the armed forces. However, the ministry has put the onus on the respective state governments, leaving it to them to offer the post-retirement benefits to the CAPF personnel.  The text of OM is reproduced here:-

OFFICE MEMORANDUM

Sub: Designating the retired Central Armed Police Force (CAPF i.e CRPF, BSF, CISF, ITBF and SSB) personnel as “Ex-Central Armed Police Force personnel (Ex-CAPF personnel).

There has a demand from various fora that the retired Central Armed Police Force (CAPF) personnel may be given the status of Ex-CAPF personnel.  Accordingly a proposal was sent to the Government for their consideration.  Cabinet Committee on Security has approved the proposal of this Ministry to declare retired Central Armed Police Force personnel from Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB) as “Ex-Central Armed Police Force personnel” (Ex-CAPF) personnel.



2.   Based on such designation, the State/UT Governments concerned may extend suitable benefits to them on the lines of the benefits extended by the State/UT Governments to the Ex-Servicemen of Defence Forces.

Will the Minister of HOME AFFAIRS be pleased to state:-

(a) whether the personnel of Central Armed Police Forces (CAPF) are demanding `ex-servicemen` status after retirement from their service;

(b) if so, the details thereof;

(c) whether the Government is considering to grant ex-servicemen status to the retired personnel of CAPF;

(d) if so, the details thereof along with the benefits likely to accrue to them as a result thereof; and

(e) the time by which a final decision is likely to be taken by the Government?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI R.P.N. SINGH)

(a) to (e): A Statement is laid on the Table of the House.

STATEMENT IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 78 FOR 27.11.2012.

(a) & (b): Yes, Madam. There has been a demand that the retired Central Armed Police Force (CAPF) personnel may be given the status of Ex-Servicemen to make them entitled for benefits entitled to the Ex-Servicemen of Defence Forces. 
(c) to (e): The Cabinet Committee on Security (CCS) has approved on 01.11.2012 the proposal of this Ministry to declare the retired CAPF personnel as Ex-Central Armed Police Force personnel (Ex-CAPF personnel). The above status is expected to provide better identity, community recognition and thus higher esteem and pride in the society to the Ex-CAPF personnel. Based on such designation of Ex-CAPF personnel, the State Governments concerned may extend the other benefits to them on the lines of the benefits extended to the Ex-Servicemen of Defence Forces.

    No quota for Ex capf . It is just given a status to u people as EX CAPF u r nt like armed forces by performing duty like other forces u r not be the part of army or other force. Ex sm quota u cant divide.they r recruited to sacrifice, u r recruited to perform extra task.agar ese hoga to state police bi to same kam kar rahi hai. Armed forces is for war nt like u or other extra duties.

    Ex-capf person ko state govt ka service may reservation(quota) kui nahi mil raha hai jaise ex-service man ko milta hai?

    Sir, Why should make us a fool. On 23.11.2012 govt issue order from Home ministry office regarding ex servicemen status granted to ex capf personnel vide order No.Government of India, Ministry of Home Affairs
    No. 27011/100/2012-R&W dated 23-11-2012 but nothing is given by central govt or state govt. Now again declared same on 23/10/2013 after one year. Please not publish this type information. Ex CAPF personnel or their families UPA sarkar ke uper viswas nahi kartha jabthak Army pensioners ka saare suvidaye hum ko nahi mileka

    Govt haven't declared any separate quota for ex-capf, only requested to state govt. to give ex-servicemen status to ex-capf. It seems that quota of ex-servicemen may be used for ex-capf….wait for any clarification from govt in this regard.

    I am Shaifuddin Shiblee.Retired from BSF in 2009.Why not facilities in CAPF personnel after retirement Job in Central/State Govt.We are same facing life,like Defence personnel.

    whether capf officers will get the reservation and age relaxation in civil service exams as is rendered to army offnefitsicers,i know as far as state services are concerned it has been left to the various state govt to decide on the benefits that will be rendered to capf personnell but in case of civil services central govt is competent enough to render all the benefits

    Assam Rifles has no Ex-Servicemen facility. This force is under ops control of Army but as Paramiltary force under MHA, so where is the qouta of ex servicemen to this force.
