UNSTARRED QUESTION NO 1532 by Shri P. K. BIJU & LALUBHAI PATEL
Will the Minister of INFORMATION AND BROADCASTING be pleased to state:-
(a) the number of posts under various categories lying vacant in Prasar Bharati (PB) along with the reasons therefor, All India Radio (AIR)/Doordarshan (DD)-wise;
(b) the time since when these posts are lying vacant, DD/AIR-wise;
(c) whether the functioning of Prasar Bharati is being affected due to shortage of staff in the Prasar Bharati:
(d) if so, the details thereof and the steps being taken to fill up such vacant posts at the earliest:
(e) the time by which proposals of Prasar Bharati Recruitment Board and Recruitment Regulation for the Prasar Bharati employees are likely to be cleared; and
(f) the steps taken by the Government to regularize the temporary and contractual staff working in DD and AIR stations including technical staff?

(a) & (b) There are approximately 8,469 posts vacant in All India Radio and 5,753 posts vacant in Doordarshan in various categories. These vacancies have arisen due to retirement, resignation and death of officers/staff. The vacancies of direct recruitment, especially in Group ‘A’ have remained unfilled since the establishment of Prasar Bharati as an autonomous corporation in 1997.
(c) The shortage of staff has affected the functioning of Prasar Bharati.
(d) & (e) The proposals for setting up of Prasar Bharati Recruitment Board for recruiting employees in Prasar Bharati and for framing Recruitment Regulations Rules in respect of Prasar Bharati employees are under inter-ministerial consultation. Prasar Bharati recruitment can commence as soon as these are approved. The vacancies falling under promotional quota are filled up by holding DPCs periodically which is a continuous process.
(f) Pursuant to the observation of the Standing Committee on Labour that keeping in view the special circumstances prevailing in Kashmir, the case of the casual labourers in AIR/Doordarshan Kendras in Kashmir have to be given a separate dispensation, the Department of Personnel and Training (DOPT) has been approached to relax the provisions contained in the DoPT’s OM No. 51016/2/90-Estt.(C), dated 10.9.93 to enable regularization and posting of the temporary status workers engaged in Kashmir, to the available vacancies in other stations.
