Will the Minister of DEFENCE be pleased to state:-
(a) the total number of contract workers engaged by General Reserve Engineers Force (GREF) and Border Roads Organisation (BRO), State-wise; and
(b) the details of minimum wages and benefits received by the contract workers?

(a) No Contract workers are engaged by General Reserve Engineer Force (GREF) / Border Roads Organisation (BRO). However, Casual Paid Labourers (CPLs) are employed in GREF / BRO from time to time. The total number of Casual Paid Labourers in GREF / BRO at present, is 87549. State wise and project wise details are at Appendix-‘A’.
(b) CPLs are paid wages as per Central Labour Laws / Notification or as fixed by the State Government, whichever is higher.
In addition to monthly wages, the CPLs are also provided concessions and facilities as mentioned in the statement at Appendix-‘B’.

Concession
and Facilities provided to Casual Paid Labourers in GREF / BRO:

Accommodation:
As per climatic conditions, the labourers are provided with temporary accommodation.
|

|
Ration:
Labourers working on road are issued essential items of ration on payment.
|
#
|
Clothing:
Partly worn but serviceable Blanket, Cap water proof, jersey pull over, cap comforter are issued to labourers as per climatic conditions.

|
Compensation: Casual Paid Labourers working in
the organization are governed by the provisions of WCA-1923 for the purpose of payment of compensation under WCA-1923.
|
#
|
Immediate Relief:
In case of death of labourers, the kin of CPLs are paid immediate relief of Rs.1150.00 from BRSRF (Border Roads Special Relief Fund) as well as compensation admissible under WCA-1923 and Rs.1700/- are paid to those CPLs who are not entitled compensation under WCA-1923.

Ex-gratia lump sum
compensation: Ex-gratia lum sum compensation to CPLs is paid at following rates in case of death or injury at work site accident:-

In the case of death:- Rs.2.00
lakhs in case of death occurring due to accident in the course of performance of
duties or attributable to acts of violence by Terrorists, Naxalities,
Insurgents, Anti Social elements etc. in course of performance of duties or
death while performing his duty during his engagement on muster roll.
In the case of Permanent total disablement (100% disability):
Rs.1.50 lakh.
In the case of partial disablement: Rs.1.00 lakh x % age of loss
of earning capacity.

Medical
treatment in GREF Medical Unit: Indoor treatment up to a period of three weeks at a time in all areas where indoor treatment facilities are not available in civil hospitals.

Out of Pocket Allowances
for Casual Paid Labourers other than locally recruited ones: @ Rs.10/- per day for maximum 2 ½ days i.e. Rs.25/- is paid as pocket expenses during the move.

|
Funeral
expenses: In the event of death of labourer while in service, expenditure subject to maximum of Rs.1000/- is being paid on the funeral of deceased CPL.

|
Bonus:
CPLs are authorized ad-hoc bonus equal to one month pay. It is applicable to those CPLs who have worked for three years with a technical break as per rules in vogue.

#
|
Free Conveyance:
Casual Paid Labourers other than locally recruited ones are provided free conveyance of journey by road from place of recruitment to worksite.

#
|
Labour welfare fund:
For the purpose of assistance, relief to CPLs in distress / emergency need and other requirements, organization has raised CPL welfare fund by the voluntary contribution from the CP Labourers.

|
Amenities:
Nursery / Primary schools, Creches for CPLs children, supply of clean drinking water, vegetables shops, medical treatment to families of CPLs and Recreation facilities are provided to CPLs at certain places.

I am Bilal Ahmad Khan I am Bachelor of Arts and I joined in Bro. Gref August 2020 53 RCC as cpl supervisor and perfectly and honestly done my duty but unfortunately my JE ignored my performance and He has discharged me in Dec. 2022.
I too wish the bjp government will do something. But, seems the same will be also a dream only. I have submitted many memorandum to the Prime minister but till today no any action from his end. Leki Tsering. President, BRO Labourers Union, NEW region. Tezpur assam

Even gref/bro person are not getting this much facility described in appx -B, Howcome a CPL will get this.
In my 4 year turn over in GREF in never heard that cpl's are provided free convince, Even when they are too sick, gets Tata Tipper with in-charges(i/c) responsibility,even I/C not permit to book the vehicle in work diary, he have to show it in work site.
There is very minimum doctor in GREF/BRO, only Nurseing assistant meant to do the doctors work.
the nursing assistant wre poorly trained, they know nothing about medical treatment.
The cpl's children were most to be labour, this is the policy of GREF/BRO. the minors are provided with one 4th or 5th class failed men to teach them, while the teacher only know how to his name only.
The accommodation provided by BRO/GREF is enough bad from a cattle shed, even GREF/BRO personnel have to live there, so how a cpl get a good accumodation. they were only provided with bitumen sheet to make shed in high altitude, where temperature fall below -10, -15 even.
In my word what I want to say is BRO/GREF is like a 'death well' where death is compulsory.
