Non Availability of Railway Reservation: Rajya Sabha Q&A

(a) whether Government is aware that common man did not have access to train tickets, both tatkal and general, during this summer due to menace of touts across the country;
(b) if so, the details thereof;
(c) whether Government has revised the tatkal scheme and has implemented new norms for tatkal reservation with effect from 10 July, 2012;
(d) if so, the details thereof; and
(e) the details of the outcome of changes in norms for tatkal tickets?

(a) & (b): Indian Railways have taken various measures to facilitate access to general as well as Tatkal reservation by common man. Accordingly, more than 2900 computerised Passenger Reservation System (PRS) locations have been opened and facility of booking through internet has also been provided. However, during peak rush periods when the demand outstrips the availability, some cases of black marketing of railways tickets by touts come to notice at the time of surprise inspections and preventive checks conducted at reservation offices. During the period from April 2012 to June 2012, large number of checks were conducted during which 930 unauthorised agents/touts were apprehended/prosecuted.

(c) & (d): In order to reduce the scope of cornering of tickets by touts and also to balance the load on the computerised Passenger Reservation System (PRS) as well as on internet, with effect from 10.07.2012, the timing of opening of reservation of Tatkal tickets has been changed to 10.00 hours on the previous day of journey instead of 08.00 hours as per earlier provision.

(e): These changes have resulted in even distribution of load on PRS and internet and better availability of Tatkal as well as general tickets on the opening day of reservation on internet.

क्‍या रेल मंत्री यह बताने की कृपा करेंगे कि :

(क) क्‍या सरकार को जानकारी है कि देश भर में दलालों की समस्‍या के कारण आम आदमी को गर्मी के इस मौसम में तत्‍काल या सामान्‍य टिकट नहीं मिल पाता था;

(ख) यदि हां, तो तत्‍संबंधी ब्‍यौरा क्‍या है;

(ग) क्‍या सरकार ने तत्‍काल योजना की समीक्षा की है और तत्‍काल आरक्षण के लिए 10 जुलाई, 2012 से प्रभावी नए मानकों को क्रियान्वित किया है;

(घ) यदि हां, तो तत्‍संबंधी ब्‍यौरा क्‍या है; और

(ड.) तत्‍काल टिकट के मानकों में बदलाव के परिणामों का ब्‍यौरा क्‍या है?

(क) और (ख) : भारतीय रेलवे ने सामान्‍य आरक्षण के साथ-साथ तत्‍काल आरक्षण तक आम लोगों की पहुंच सुनिश्चित करने के लिए कई कदम उठाए हैं। तदनुसार, 2900 कंप्‍यूटरीकृत यात्री आरक्षण प्रणाली (पीआरएस) केन्‍द्र खोले गए हैं और इंटरनेट के जरिए भी बुकिंग की सुविधा मुहैया कराई गई है। बहरहाल, अधिक भीड़-भाड़ वाली अवधि, जब मांग उपलब्‍धता से अधिक हो जाती है, के दौरान आरक्षण कार्यालयों में औचक जांचों और निवारक जांच के दौरान, दलालों द्वारा रेलवे टिकटों की कालाबाजारी करने के कुछ मामलों का पता चला है। अप्रैल, 2012 से जून, 2012 की अवधि के दौरान बड़ी संख्‍या में जांचें की गई थी और जिनमें 930 एजेंट/दलाल पकड़े/‍ अभियोजित किए गए थे।

(ग) और (घ) : दलालों द्वारा टिकटों को हथियाने की संभावना को कम करने और कंप्‍यूटरीकृत आरक्षण प्रणाली सहित इंटरनेट पर भार को संतुलित करने के लिए 10.07.2012 से तत्‍काल टिकटों के आरक्षण को खोलने के समय को 08.00 बजे के स्‍थान पर 10.00 बजे कर दिया गया है।

(ड.) इन बदलावों के परिणामस्‍वरूप पीआरएस और इंटरनेट पर पड़ने वाले दबाव में समान वितरण हुआ है और इंटरनेट पर आरक्षण खुलने वाले दिन तत्‍काल के साथ-साथ सामान्‍य टिकटों की उपलब्‍धता बेहतर हुई है।
