Health insurance for CGHS beneficiaries

a) whether it is a fact that in the year 2010, Government mooted a plan to provide health insurance scheme to its serving and retired employees;

(b) if so, the present status of that scheme;

(c) whether it is also a fact that beneficiaries including Members of Parliament are not getting required medicines from dispensaries specially Ayurvedic dispensary of North Avenue and elsewhere; and

(d) if so, by when Government would seriously consider providing health insurance cover to CGHS beneficiaries in order to provide better healthcare?

(a) & (b): There is a proposal for introduction of a health insurance scheme for central government employees and pensioners on pan-India basis with special focus on pensioners living in non-CGHS areas. As per the directions of the ‘Committee of Secretaries’, a proposal for inclusion of this scheme in the 12th Five Year Plan has been sent for consideration of the Steering Committee of the Planning Commission, before placing the same for approval of the competent authority. 

(c) : No.

(d): No specific time frame can be given for introduction of the proposed health insurance scheme.

सी. जी. एच. एस. लाभार्थियों हेतु स्वास्थ्य बीमा

(क) क्या यह सच है कि वर्ष 2010 में सरकार ने अपने कार्यरत एवं सेवानिवृत्त कर्मचारियों के लिए स्वास्थ्य बीमा योजना प्रदान करने हेतु योजना प्रस्तुत की थी;

(ख) यदि हां, तो उस योजना की वर्तमान स्थिति क्या है;

(ग) क्या यह भी सच है कि संसद सदस्यों सहित अन्य लाभार्थियों को, औषधालयों विशेषकर नार्थ एवेन्यू एवं अन्यत्र स्थित आयुर्वेदिक औषधालय से आवश्यक दवाएं नहीं मिल रही हैं; और

(घ) यदि हां, तो सरकार बेहतर स्वास्थ्य देखभाल प्रदान करने के उद्देश्य से सी जी एच एस लाभार्थियों के लिए कब तक स्वास्थ्य बीमा कवर प्रदान करने पर गंभीरता से विचार करेगी?

(क): और (ख): गैर-केंद्रीय सरकार स्वायस्य्स्  योजना क्षेत्रों में रहने वाले पेंशन-भोगियों पर विशेष ध्याान केंद्रित करते हुए अखिल भारतीय आधार पर केंद्रीय सरकार के कर्मचारियों और पेंशनभोगियों के लिए स्वाुस्य्ती  बीमा योजना शुरू करने का एक प्रस्ता‍व है। ‘सचिवों की समिति’ के निर्देशों के अनुसार, 12वीं पंचवर्षीय योजना में इस योजना को शामिल करने के प्रस्ता व को सक्षम प्राधिकारी के समक्ष अनुमोदन के लिए रखने से पहले इसे योजना आयोग की संचालन समिति को विचार करने के लिए भेज दिया गया है। 

(ग): जी, नहीं। 

(घ): प्रस्तागवित स्वास्थ्य  बीमा योजना शुरू करने के लिए कोई विशिष्ट समय-सीमा नहीं दी जा सकती है।
