Ahead of festival season, Central Government will this month announce a hike in dearness allowance to 90 per cent from existing 80 per cent, benefiting about 50 lakh central employees and 30 lakh pensioners.
According to official source, dearness allowance hike will be 10 per cent and would be effective from July 1, this year.
The sources further said the exact amount of dearness allowance, as a proportion of basic pay, works out to over 90 per cent after factoring in the revised all India Consumer Price Index for Industrial Workers (CPI-IW) for June.
According to revised data released on August 30, retail inflation for factory workers for June stood at 11.63 per cent, higher than provisional estimate of 11.06 per cent for the month released on July 31.
Sources said that since the revised estimate for the month of June is available, the Finance Ministry would soon prepare a proposal for the purpose for seeking Union Cabinet nod.
They further said the proposal will be moved this month.
There would be a double digit hike in DA after about three years. It was last in September, 2010, that the government had announced a hike of 10 per cent to be given with effect from July 1, 2010.
DA was hiked to 80 per cent from 72 per cent in April, 2013, effective from January 1, this year.
As per the practice, the government uses CPI-IW data for past 12 month or a year to arrive at a number for the purpose of any DA hike. Thus, the retail inflation for industrial workers between July, 2012 to June 2013 will be used to take a final decision.

नयी दिल्ली : त्योहारी सीजन से पहले केंद्र सरकार इस महीने महंगाई भत्ता (डीए) 80 प्रतिशत से बढ़ाकर 90 प्रतिशत करने की घोषणा कर सकती है, जिससे 50 लाख केंद्रीय कर्मचारियों और 30 लाख पेंशनभोगियों को फायदा होगा. आधिकारिक सूत्रों के मुताबिक महंगाई भत्ते में 10 प्रतिशत की बढ़ोतरी होगी और यह 1 जुलाई से प्रभावी होगी.
सूत्रों ने कहा कि जून के औद्योगिक कर्मचारियों के लिए अखिल भारतीय उपभोक्ता मूल्य सूचकांक (सीपीआई-आईडब्ल्यू) के संशोधित आंकड़ों को शामिल करने के बाद महंगाई भत्ता मूल वेतन के मुकाबले 90 प्रतिशत से अधिक हो सकता है. 30 अगस्त को जारी संशोधित आंकड़े के मुताबिक जून के लिए फैक्टरी कर्मचारियों की खुदरा मुद्रास्फीति 11.63 प्रतिशत रही जो 31 जुलाई को जारी 11.06 प्रतिशत के शुरूआती अनुमान से अधिक है. सूत्रों ने बताया कि जून के महीने का संशोधित आंकड़ा उपलब्ध है इसलिए वित्त मंत्रालय जल्दी ही केंद्रीय मंत्रिमंडल की मंजूरी के लिए प्रस्ताव भेजेगा.
उन्होंने कहा कि यह प्रस्ताव अगले महीने बढ़ाया जाएगा. महंगाई भत्ते में करीब तीन साल बाद दो अंकीय बढ़ोतरी होगी. सितंबर, 2010 में सरकार ने 10 प्रतिशत की बढ़ोतरी की घोषणा की थी, जो 1 जुलाई 2010 से प्रभावी था. अप्रैल, 2013 में महंगाई भत्ता 72 प्रतिशत से बढ़ाकर 80 प्रतिशत कर दिया गया था जो इस साल 1 जनवरी से प्रभावी था.
NMC appeals PM to announce pending DA installment due from Jul: Business Standard
National Mazdoor Conference (NMC) today appealed to Prime Minister Manhohan Singh to announce the pending installment of 10 per cent DA, due from July this year in view of increasing inflation and price hike of essential commodities.
“We appeal the Prime Minister to announce the pending installment of DA due from July this year in favour of the both Central and state government employees and pensioners at the next union cabinet meeting in view of increasing inflation and price hike of essential commodities,” NMC President Subash Shastri said while addressing the workers rally at Gandhi Nagar area of the city here.
Shastri, while giving facts and figures, said that price index which was 5.89 per cent in December 31, 2012 now has increased to 12.59 per cent in June, 2013.
He said the rate of compensation was revised over six months, once in January and in July every year, based on average of the consumer price index for previous months.
This would be the 15th bi-annual increase since the recommendation of the 6th pay commission which was accepted by the Central government in August 14, 2008, he added.
Shastri said that prices of all essential commodities have going up considerably, and there was no justification on the part of the government for withholding this installment for their employees and pensioners as the funds had already been ear marked in the current year union budget.
NMC Chief also urged till the new pay commission is constituted and recommendations would be implemented, 50 per cent DA be merged with basic pay and pension.
Interim relief of 20 per cent of basic pay and pension be provided to Centre and state government employees and pensioners without any further delay, he added.

After working in IGCAR, Kalpakkam of the Department of Atomic Energy for 30 years and another 9 years in ARCI of the Department of Science & Technology both under Central Government and after superannuation, I am still not provided medical assistance / help by any of these Govt. Offices till date. My request for CHSS medical scheme under DAE is pending for more than 3 years for clearance from the higher authorities. Does this Government has any gratitude for senior citizen who served for nearly 4 decades? Is this attitude expected from DAT/DST of Govt. of India. We live under extreme distress and frustration, each passing day. Can any one / organization take up of case and help us ?
