Sub: – Amendment to sub rule 3 of rule 8 of SCSS-2004 rules – reg.
Sir / Madam,
The undersigned is directed to refer to this office letter of even number dated 23.08.2010 (SB Order No.17/2010) vide which Min. of Finance (DEA) had substituted sub rule 3 of rule 8 of SCSS-2004 omitting three provisos. Now, MOF (DEA) has again amended sub rule 3 of rule 8 of SCSS-2004 and inserted two provisos which are as under:-
“Provided that in the case of a joint account, or where the spouse is the sole nominee, the spouse may continue the account on same terms and conditions as specified under these rules.
Provided further that in case the spouse does not continue the joint account, the account shall be closed on an application in Form-F and the deposit refunded alongwith interest as above.”
2. The copy of Gazette Notification No. G.S.R. 392(E) dated 09.06.2014 issued by MOF (DEA) is enclosed. This amendment shall come into force from 09.06.2014.
3. It is requested that the Notification may kindly be circulated to all Post Offices for information and necessary action. With this amendment, now surviving spouse can continue SCSS A/c even if a separate SCSS A/c is opened in her/his name. It is further requested that there may be some cases where SBCO or Audit has objected continuation of SCSS Aic by spouse under first two provisos between 23.08.2010 to 08.06.2014. All such cases may kindly be sent for regularization in the below mentioned format as a one time measure. Circles are requested to compile information in this format for the Circle as a whole and send to this office.
4. This issues with the approval of DDG (FS).

No. It mentioned as “same terms and conditions as specified under the rules” . The rule is only Senior citizens SAVINGS SAVINGS. Normally in the case of death of spouse can continued because after the death of the spouse nominee may be crossed sixty years in that case he/she cannot open new account or the account may not to close joint account. Since the scheme is after 5 years & in every 3 years of blocks to continue.
