QUALITY OF EDUCATION IN KVS NVS

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-
(a) whether the Government has reviewed/evaluated the quality of education being imparted in the Kendriya Vidyalayas (KVs) and the Navodaya Vidyalayas (NVs) especially in non-Metro cities and if so, the details and the outcome thereof;
(b) whether there is any proposal to seek accreditation standards for quality school governance initiated by the Quality Council of India for the KVs and NVs for improving the quality of education imparted therein and if so, the details thereof;
(c) whether such schools provide help to assist the students to prepare for various academic and professional competitions by assisting them to improve their general knowledge skills; and
(d) if so, the details thereof along with the access provided to various online courses for the purpose?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF THE LOK SABHA STARRED QUESTION NO. 405 RAISED BY SHRI HARISHCHANDRA CHAVAN HON’BLE MEMBER OF PARLIAMENT TO BE ANSWERED ON 6th AUGUST 2014 REGARDING QUALITY OF EDUCATION IN KVs/NVs
(a) A review of the functioning of the Kendriya Vidyalayas (KVs) was first done in the year 2002 by the J.C. Pant Committee. In the year 2009, the task of reviewing the functioning of the KVs had been assigned to the Indian Institute of Management (IIM), Bangalore, whose report submitted in the year 2010, was considered in the 93rd meeting of the Board of Governors of the KVS. Most of the recommendations of the IIM, Bangalore on Academic Reforms, Admission Policy, Personnel Policy, Teachers Training, Promotion of Indian Culture, Library Policy, Physical Infrastructure, Vocational Education, Implementation of ICT, School Management, Safety and Welfare Measures were accepted. Evaluation of quality of education in all Jawahar Navodaya Vidyalayas (JNVs) in the country is conducted through panel inspections by a team of academic officers where all the activities of JNVs are observed and necessary guidance provided to schools for implementations.
(b) 15 KVs had achieved accreditation by National Accreditation Board of Education & Training (NABET) of Quality Council of India (QCI) till May, 2013. However, in November, 2013 the Central Board of Secondary Education (CBSE) had introduced School Quality Assessment and Accreditation Scheme (SQAA) which is a process of assessment and accreditation aiming at continuous quality improvement through self analysis and self monitoring of quality enhancement process. Accordingly, being CBSE affiliated schools, all KVs were directed to initiate the process of getting accreditation from CBSE.
(c) & (d) Extra and remedial classes are held for students to assist them to prepare for various academic and professional competitions. Curricular and Co-curricular activities like quizzes, Olympiads etc. are regularly conducted which improve the general awareness of the students. Students are provided facilities and opportunities to access various online content such as National Repository of open Educational Resource (NROER) of NCERT, CBSE e-Library etc.
