I am directed to enclosed herewith a letter No. 30-4/2016-IC dated 21.10.2016 from Ministry of Finance, Department of Expenditure (Implementation Cell) for your kind information please.
And your kind attention is invited to this office mail dated 11.10.2016 now it has been decided to hold Internal Meeting of the Standing Committee members of the National Council (Staff Side) JCM at 11.30 AM in place of 3.30 PM on 24th October 2016 in JCM Office.

Subject: Second Meeting of Group of Senior Officers to discuss the grievances arising out of recommendations related to 7th Central Pay Commission – regarding.

Sir,

I am directed to refer to this Department’s letter of even number dated 17th October 2016 and to inform that the meeting under the Chairmanship of Additional Secretary (Expenditure), Department of Expenditure, Ministry of Finance, which was scheduled for 24 October 03.00 will now be held at 04.00 PM on the same day i.e. 24th October 2016 in Room No-72, North Block, New Delhi to discuss the grievances arising out of the recommendations of the 7th Central Pay Commission and their implementation.
2. All other contents of the letter remain the same
3. You are also requested to send the names of the members of Standing Committee of National Council (Staff Side), JCM who will be attending the aforesaid meeting by today’s evening.

    All meetings are simply eye-washes. Govt must have already decided to act in its own ways ,and it is making these committees ascapeg-goat taking especially,more so the pre2006 retirees for a long ride and through them to the halls of courts,as had been with the previous CPCs.no CPC was free from litigations.Govt knows that these old pensioners light of the day even after another CPC comes to be implemented- decades and decades it takes before any judgement comes and even if a judgement is favorable, be it. Even of SC ,implementstion takes years, Govt is not afraid of Contempt of Courts.Unless the higher (particulariy IAS ) Officers are the benificiaries no favourable judgement will be implemented. Lower ones have to thank God if a benificial judgement is applicable to both higher and lower pensioners.this is where we old lower pensioners stand and before any thing comes we are dead and gone Victory to social justice of the Govt.Cannot a CPC make cut and dry litigation free recommendations, without leaving loose ends like Options, deciding by itself which option is more benificial and just? As the money value becomes lower month by month, so the delay is prolonged month by month and in some cases year by year.instead interest we should ask for difference of value of money.We have now received after 10 yrs the arrears of 6 th CPC from 1/1/2006 on wards without either interest or the difference of value of money .of 10years though we would have received this lump sum money now paid as arrears, in installments telescopically every month for the last 10 yrs.this is the so called social justice the Govt extends to its once hard worked employees who have managed to sustain the govt affairs.

    Para of OM. No F.No.38/37/2016-P&PW(A) (\) Dated 4th August 2016 on the subject Implementation of Government's decisions on the recommendations of the Seventh Central Pay Commission – Revision of pension of pre-2016 pensioners/family pensioners etc. reads as follows.
    “. In cases where the Government servants have drawn one time lump sum terminal benefits equal to 100% of their pensions and have become entitled to the restoration of one-third commuted portion of pension as per the instructions issued by this Department from time to time, their cases will not be covered by these orders. Orders for regulating pension of such pensioners will be issued separately.”
    In 2008, orders on Pension revision with effect from 1/1/2006 in the case of the above categories were issued on the 15th day (on 15/09/2008) of issuing the orders on revision of Pension of general categories of Pre-2006 pensioners (on 1/9/2008). This time, why is the Government of India sleeping even after two months?
    Humble request to the JCM (Staff side), the Central Government Employees Organisations and Pensioners’ Associations to pursue the issue with the Government Authorities without further delay.

    7th pay commission implementation in case of Govt. Of India autonomous bodies has not been approved till to date.

    Please include the implementation of 7th pay commission to Central Govt autonomous bodies in ur agenda.
