Sub: Privilege Pass/PTO facilities to Railway Servants on deputation to Public Sector Undertakings (PSU).

In a Vigilance Investigation, it has been found that 06 full set Privilege Passes and 04 full set PTOs are being provided to Officers who are on deputation to PSUs for more than 3 years.

2. In this context, provisions as contained in the extant Railway Servants (Pass) Rules, 1986 (Second Edition-1993) i.e. Schedule-II, Rule-IV(iii & iv) (Privilege Passes on Deputation in India/Abroad) are reproduced below and reiterated for strict adherence:-

Rule-IV (iii): 

For Railway Servants who are on deputation to Public Sector Undertakings including RITES/IRCON the period of admissibility to full benefits will be as under :-

(a) For posts which are declared as top posts carrying the pay scale of  ₹5900-7300 (i.e. PLPM 14) and above. : 2 years
(b) Other Posts. : 3 years

Rule-IV(iv):

Where the deputation of a Railway Servant is extended beyond the normal period specified above, the Privilege Pass facilities will be continued on the same scales only if the employer is prepared to bear the cost of Passes issued. Where the employer is not prepared to bear the cost, the Railway Servant shall be allowed Passes at the lowest scale applicable to retired railway servants of his category even though he may not have completed the minimum qualifying service for this purpose provided that if the Railway Servant is entitled to a higher scale of Privilege Pass if he had retired from railway service on the date on which he would complete the normal period of deputation, he shall be entitled to the same scale of Passes which he was drawing on that date.

3. The Railways/PUs/CTIs may kindly take note and follow the extant rule provisions scrupulously.
