Subject: Transfer under Rule-38 — case of officials on deputation to Army Postal Service — reg.
Madam/Sir,
I am directed to refer to the above mentioned subject and to say that during workshop on Personnel matters held at Chennai it was brought to notice that officials on deputation to APS are not allotted CSI ID and thus they are not able to register request for transfer under Rule — 38 on online transfer portal.
2. Para 90 of Appendix 23 to Postal Manual Volume IV provides that APS personnel are eligible for proforma transfer under Rule 38 while they continue in APS.
3. As APS personnel are eligible for proforma transfer while being in APS, their transfer requests may be considered in offline mode and lien may be transferred to new unit w.e.f. date of issue of transfer order. However, actual vacancy 1n new unit will be taken into account for repatriation of such officials to civil side.
