EXTRA ATTEMPTS/AGE RELAXATION
537. SHRI P.V. MIDHUN REDDY:
Will the PRIME MINISTER be pleased to state:
(a) whether the Government is considering to give extra attempts or age relaxation for SSC and UPSC examinations to frontline workers like doctors and police constables during the pandemic;
(b) if so, the details thereof including the steps taken in this regard; and
(c) if not, the reasons therefor?
ANSWER

(a) to (c): The issue of granting age relaxation and extra attempt to candidates for Civil Services Examination (CSE), due to COVID-19 pandemic was brought before Hon’ble Supreme Court of India vide Writ Petitions by CSE aspirants. Based on the judgments passed by Hon’ble Supreme Court of India, the matter was considered and it has not been found feasible to change the existing provisions regarding number of attempts and age-limit in respect of the Civil Services Examination.
However, since the recruitment cycle of the Staff Selection Commission was delayed due to COVID-19 pandemic, therefore, for the examinations being advertised in the year 2022, SSC has decided to fix crucial date for determining age as on 01.01.2022. In the normal course, the crucial date for determining age for these examinations would have been 01.08.2022 or 01.01.2023, depending on the schedule of conduct of Tier-I] Examinations.

क्या प्रधान मंत्री यह बताने की कृपा करेंगे कि:
(क) क्या सरकार महामारी के दौरान डॉक्टरों और पुलिस कांस्टेबलों जैसे अग्रिम पंक्ति के कार्यकर्ताओं को एसएससी और यूपीएससी परीक्षाओं के लिए अतिरिक्त प्रयास या आयु में छूट देने पर विचार कर रही है;
(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है और इस संबंध में क्या कदम उठाए गए हैं; और
(ग) यदि नहीं, तो इसके क्या कारण हैं?

(क) से (ग) : कोविड-19 वैश्विक महामारी के कारण सिविल सेवा परीक्षा (सीएसई) के लिए उम्मीदवारों को आयु में छूट और अतिरिक्त प्रयास प्रदान करने का मामला सीएसई उम्मीदवारों द्वारा दायर रिट याचिका के माध्यम से भारत के माननीय उच्चतम न्यायात्रय के समक्ष भी लाया गया था। भारत के माननीय उच्चतम न्यायालय दूवारा पारित निर्णयों के आधार पर मामले पर विचार किया गया था और सिविल्र सेवा परीक्षा के संबंध में प्रयासों की संखया और आयु-सीमा के संबंध में मौजूदा प्रावधानों को परिवर्तित करना व्यवहार्य नहीं पाया गया है।
चूंकि कोविड-19 महामारी के कारण कर्मचारी चयन आयोग के भर्ती चक्र में देरी हुई थी, अतः वर्ष 2022 में विज्ञापित की जा रही परीक्षाओं के लिए एसएससी ने आयु निधीरित करने की निर्णायक तिथि को 01.01.2022 निर्धारित करने का निर्णय किया है। सामान्यतः, इन परीक्षाओं हेतु आयु निर्धारित करने की निर्णायक तिथि, टियर-II परीक्षाओं के आयोजन की कार्य-योजना की तिथियों के आधार पर 01.08.2022 अथवा 01.01.2023 होती।
