Subject: Preventive measures to contain the spread of Covid-19- Relaxation in CDS (IEs) Leave Rules, 1954/ CCS (Leave) Rules, 1972.
Respected Sir,
With due regards, it is submitted that the whole country has been hard hit by the second wave of Covid- 19 and witnessing the worst and disastrous spell of this pandemic. Govt has issued various advisories to contain the pandemic to its minimal. But, the health care systems has overburdened in wake of sudden surge in the cases.
Further, many employees on experiencing symptoms as mentioned for Covid- 19/ in other related matters are avoiding to attend the offices/ factories in order to break the chain of the pandemic and seeking leave from their leave accounts.
As per Rule 14(c) of CDS (IEs) Leave Rules, 1954 applicable to all Industrial Employees working in various establishments of MoD
“Half Pay Leave may be commuted without any ceiling subject to production of Medical Certificate”
And, as per Rule 30 of CCS (Leave) rules, 1972 applicable to all employees except Industrial employees working in various establishments of MoD-
“Commuted leave not exceeding half the amount of half pay leave due may be granted on medical certificate to a Government Servant”
In order to sooth the hardships of employees and remove burden on health authorities, you are requested to relax the above rules and do away with the requirement of Medical Certificate for availing Commuted Leave by the employees until resumption of normalcy.
