Subject: Pay fixation of Junior Engineers (Civil & Elect.) appointed through LDCE in CPWD from the post held on regular basis in other service or cadre in CPWD.
1. The undersigned is directed to say that as per Recruitment Rules for the post of Junior Engineers (Civil & Electrical) in CPWD, the method of recruitment has been prescribed only by direct recruitment [(i) 95% by direct recruitment through All India Competitive Examination to be held by SSC and (ii) 5% on the basis of Limited Departmental Competitive Examination to be held by CPWD from amongst departmental employees]. The Recruitment Rules further provide that the method of recruitment by promotion is not applicable.
2. The pay of Junior Engineers (Civil & Electrical) appointed through LDCE in CPWD from the post held on regular basis in other service or cadre in CPWD is required to be fixed in the manner prescribed under FR-22 B (1). Subsequently, on confirmation in the service, their pay is to be fixed under FR 22(1)(a)(1) or FR 22(I)(a)(2), as applicable.
3. It has come to the notice of this Directorate that in case of some Junior Engineers (Civil & Electrical) appointed through LDCE in CPWD from the post held on regular basis in other service or cadre in CPWD, the concerned controlling officers have not fixed their pay in the manner prescribed under FR-22 B (1).
4. Therefore, it is enjoined upon all the controlling officers to review pay fixation cases of all such JEs appointed through LDCE, and fix their pay initially according to FR-22 B(1). Subsequently their pay may be fixed under FR 22(I)(a)(1) or FR 22(I)(a)(2), as applicable.
5. The outcome of such review may also be intimated to this Directorate.
