Will the Minister of LAW AND JUSTICE be pleased to state:

(a) the total number of notary public appointed by the Union Government in the last three years, State/UT wise;

(b) whether the services of these Notary Advocates are for a specific period/years and their services are to be renewed after their term ends and if so, the details thereof;

(c) the number of certificates of notaries that have been renewed during the last three years and the current year, State/Court-wise;

(d) whether there is adequate number of notaries in proportion to the population in the country and if so, the details thereof;

(e) whether proposals for appointment of notaries in various States are pending with the Union Government and if so, the details and the present status thereof, State/UT-wise; and

(f) the other steps taken/being taken by the Government to appoint the notaries against the vacancies available in various States/UTs in the country?

(b) Section 5 of the Notaries Act, 1952 provides for entry of names in the Register as prescribed under section 4 and issue or renewal of Certificates of Practice for a period of five years at a time. Under Section 5(2) of the Notaries Act subsequent renewal is for a period of five years at a time which is a continuing process.

(c) The tabulated details of Certificates renewed State/UT wise are given below-

(d) In terms of Schedule appended to the Notaries Rules, 1956, the details of maximum number of Notaries to be appointed by the Central Government and maximum number of Notaries to be appointed by the State Government or UT Administration are given. Thus, separate Quotas for Central Government Notaries/State Government and UT are given. These Quotas are periodically revised in view of number of applications from various States and UT’s. The law Departments of State/UT Governments also forward requests for enhancement of their quotas in respective States/UT’s and their quotas are also increased. Thus, there are adequate number of notaries in proportion to the population in the country.

(e) The Notary Section is in receipt of ONLINE applications from aspirant candidates from various States/UTs for appointment of notaries. These applications

will be scrutinized from the point of view of eligibility criteria prescribed in the Notaries Act, 1952. Thereafter, the decisions for holding of interviews in these States/UTs will be taken by the appropriate government.

(f) Notary Cell of this Department receives online applications for appointment of Notaries, which is an ongoing exercise. These online applications are being scrutinized from the point of view of eligibility criteria prescribed under the provisions Notaries Act, 1952. It is pertinent to submit that in the year 2018-2019, a total of 8957 Notaries were appointed in various States/UT’s.

    I have applied for the post of Notary Public under Government Of India for the state of West Bengal in the year 2021 but no response is being accepted by me for any interview or other information

      Notary not in demand these days. Selt attestation and self certification is allowed these days.

    Notary Public appointment letters had been issued to the eligible Advocates in June 2019 for Mumbai, Maharashtra. Certificate for practice is not issued yet. Is it not delayed for an unreasonable period, sir?
    Can the appointed Notary Public is allowed to practice on the strength of appointment letter issued by the competent authority?
    Answer is expected from the Hon’ble Minister Shri. Ravi Shankar Prasad ji.
