An employee got promotion on 01/04/1992 in the scale 2000-60-2300-EB-75-3200-100-3500 & his last basic pay on the very previous date of increment i.e. 01/02/1992 Rs. 1940/- in the scale 1640-60-2600-EB-75-2900. On the date of promotion, the pay in previous scale will be 2000/- after adding one increment in the previous scale.
What will be the basic in the promoted scale whereas Rs. 2000/- slab is available in the new scale? Will the pay be fixed Rs. 2000/- or in the next higher slab i.e. Rs. 2060/-.

Sir, I retired from Indian Air Force on 31 October 2007 and later on got Last Pay Certificate aa per 6th pay commission Basic Rs. 9200/- Grade Pay Rs. 2800/- I completed 20years service in Oct 2007 my joining was in October 1987.
Can U please tell what would be my Basic, Grade Pay in December 2010. if i were in service…

Sir I have joined the service in Nov 1979 and will be completing 39 years of service by November. I have got my 3rd MACP in January 2010 and will be completing 10 years in the same grade by Jan 2020. My superannuation is in March 2021. Will i get the next scale as i will be completing 40 years of service next November and also fulfilling the condition of 10 yrs continuous stay in the same grade pay. Pl throw some light on this issue.

No. From 1/9/2008 there is no monitory benefits because there is no pay scales from 6th CPC & 7th CPC only designation changes. Monitory benefit by was of every completed 10 years as MACP scheme for 3 up-gradations only. There is no promotions for SC/ST quota employees also. You will get the stages of increments in your MATRIX LEVEL only. For that every matrix level has 40 stages.

sIR I am appointed as LDC in 01 Apr 1985. As I have not got any promotion I got my1st ACP during Aug 1999. In my office my 1st ACP was fixed as Rs.4100 on 01 Aug 99 with DNI Aug 2000. Initially my inc date falls in the month of Apr. From Apr 1999 my BP was Rs.3950/-. I have a doubt if my 1st ACP granted from my increment date my pay has become Rs.4200/- from Apr 2000 itself. Because of wrong interpretation of my superior staff i lose the benefit of early increment. my query now is whether is it possible to rectify this after more than 15 years. kindly advise me
No. Because ACP Scheme was stated from 1/9/1999 only, it cannot be given on your increment from April, 1999, otherwise it will be given from 4/2000 only. Any how from 6th CPC the increment has been changed from JULY. Always retirement is on completion of month of 60th year or before.

As per your last basic pay as on 30/11/2007 of Rs.31880 x 2.57 = 81931.60 fixed at 7th CPC matrix level 11 at stage 8 of Rs.83300, 50% of your basic pay as your revised pension from 1/1/2016 is Rs.41,650/- plus D.R. as applicable time to time.

Sir, my I have been appointed during May 1985 as LDC promoted as UDC in 1988 and Assistant in 2000 in the the Scale Rs. 5000 and Office Superintendent 2005 in Scale 5500 and Administrative Officer in the year 2007 Scale Rs.6500. It is correct. All pay scales promotions merged in level 6 of grade pay 4200 in 6th CPC. Since these promotions you all got are the perview of ACP/MACP Scheme. As per O.M. dt. 1/9/2008 you got more than three promotions, upto retirement you will be in same level 6 in stages get every year increments only.
Sir, I am working in University under UGC in selection grade Rs.12000-18300 and at the time of selection grade the basic is Rs.10650 in senior scale and after getting selection grade fixed at 12000 on 16.05.2001 and next date of increment is on 27.07.2001 is the date of increment will be change or not . please clearify the matter. thanking sir

Sir, Born on 15.09.2937, I have retired from Railways in OS Gr.IIon 30.9.1995 in the pay scale of Rs.1600-2660 in which scale I served for more than 5 years.My Basic pay at the time time of retirement was Rs.2420/- and my basic pension was fixed at Rs.1210/- from 1.10.1995. Now the deptt.of railways had fixed the enhanced basic pension at Rs.3656/- after 5th commission from 1.1.1996.The same basic pension has been revised from 1.1.2006 at Rs.8263/-. I have seen from the equivalent pay scales of 4th,5th,6th CPC. my pay scale falls under S.No.10, S-9, PB-2 respectively in the grade pay of Rs.4200/- pay band Rs.9300-34800. Now what would be my basic pension under 7th CPC? While pursuing my BSc I was lured by the attractive advertisement of the Air Force. Immaturity of my age drew my attention to join in the Indian Air Force as a Technical Airman. Now, look at the benefits of joining in the Indian Air Force as a technical airman:-
(a) My discharge book says, I am released from the Air Force after completing my initial bond. That means, although I am drawing a government pension, I was on a contractual job, not a permanent job. (Long sigh!)
(b) Being recruited as a diploma qualified person, I was called a ‘Fitter’ in the Indian Air Force.
(c) I was an OR in the service and after the retirement also facing the same discrimination whenever I visit to a CSD canteen or an ECHS polyclinic. Still I am recognised as an OR in those places.
(d) I served in the Indian Air Force for twenty years as a group ‘X’ technical airman (equivalent to a diploma engineer) and thereby did the servicing, maintenance and repair of two modern aircrafts but enjoyed the restriction to remain in the lowest pay band throughout my career. Now, I am drawing very less pension accordingly.
(e) I am now thinking that was it difficult for me even to get a clerical job, in which I could have reached to the Pay band 3 or pay band 4 in due course, whereas the highest rank of an airmen also can’t reach in pay band 3.
(f) I am now cursing me for spoiling my life by taking the decision of joining in the Indian Air Force as a technical Airman.
(g) I am not thinking of OROP or Pay Commission because nothing is going to benefit me unless the pay anomalies of the technical airmen are removed as early as possible.
I request every EX-Servicemen to write about the pay disparities/pay anomalies, using all the key words, in every site to get maximum exposures. The world must know the fact.
Are the technical airmen in the Indian Air Force less paid? It seems so. The last two pay commissions V th & VI th) have neglected the technical air men's pay and status. Now, 7th Pay Commission also didn’t hear them. Why? They can’t form any union; even some of their fundamental rights are also restricted. Is it the reason that they don’t need to be looked after?
I never understood why every pay commission has degraded the status and pay of the Technical Airmen (especially the technical Sgts) in the Indian Air Force. Technical Airmen in the Indian Air Force are either a civil diploma holder or 10+2 in Science and after their training they become equivalent to a civil diploma engineer, but the reason is unknown why they are placed in the lowest pay band (5200-20200) with a ‘X’ group pay of 1400/- only. Whereas the civil diploma holders are directly placed in PB2 with a Grade pay of 4200/- This is totally injustice with the technical airmen.
Further, a civil diploma engineer becomes equivalent to a Degree in Engineering and gets promoted, at least, to the position of an Assistant Engineer or an Engineer in 10 to 12 years, but for a technical airman, even to get a diploma engineer’s scale, he has to complete a minimum of 13 & ½ years of service and becomes a SGT. Yes, this is the rank, from when, a technical airman becomes eligible to get a diploma engineer’s scale but, does he get the actual diploma engineer’s scale then also? Let me compare and the picture will be cleared to all of you.
1. In 5th Pay Commission: Civil diploma engineer: 5000-150- 8000 / Pay of technical SGT 4670-85- 5945. Later upgraded to 5000-100- 6500 (Reason? to give less pension?)
2. In 6th Pay Commission: Civil diploma engineer: 9300-34800 with a grade pay of 4200/ Pay of technical SGT (fact but true) 5200- 20200 with a Grade pay of 2800/- only.
Why this sort of discrimination and injustice? There is less chance that before leaving the service (initial bond) a technical SGT will get any further promotion. That means a technical airman, being a diploma engineer, will join in the Pay Band 1 and complete the service in the same pay band. Thanks God, the attained basic pay can't be reduced.
There are no sort of good politicians and bureaucrats in our country. Why they have not intervened so far? There can’t be any argument that higher ranks deserve higher pays, but does that mean the subordinate staffs need to be paid less?
Another thing pained me a lot. What does the ‘Military Service Pay’ means? The JCOs (Class II Gazetted Offr) & the other ranks placed below the Commissioned officers are less military than the military nursing offrs? Why a non combatant staff will get more MSP than the combatant personnel? This is gross injustice and completely illogical. Please think for them also. Is there anyone who is listening?

The Chart above shown is not exactly perfect because The scale 1320-30-1560-40-2040 (of 4th CPC Grade H/S I) is shown in Grade S-7 and scale 4000-100-6000 which is Skilled II. SK I & SK II scale in 5th CPC has not been merged. Actually the 4th CPC scale of 1320-30-1560-40-2040 has been upgraded to S-8 scale 4500-125-7000. So in the fixation for pension for pre 1996 pentsioners in 7th CPC will have to be done by GP-2800 (6th CPC) not by GP-2400(6th CPC). This is in the case of Railway Employees as far as I know.Hope , reply from admin if I am wrong or right.

I am a retired W.O.of Education Instructor trade.My date of retirement from the I.A.F was 30.11.1986.I had completed 15 years of service.My basic pension as on 31.12.2013 was Rs.7255/-Could you please inform me how much will be my basic pension/DR as per the O.R.O.P scheme?
11. got 19 Years's Plus One increment since 30/09/1995 in the previous P.C. scale 2000-3200 @ 2240, revised in 6500-10500 as 6900/- on 01.01.1996, then 7100 on 30.09.1996 plus onwards increments further,
11. On completion of 24 years, got 2nd promotion in the pay scale 7450-11500 according to the U.P.Govt.GO no.:Ve.Aa.-2-560-10-45(M)99, dt,02/12/2000 and GO dt.03-09-2001, Para-2(ka), @8125/- as Basic Pay, and so on so forth..,(by self's Office of the Director's Orders),
12. Got Family Planning Spl.Pay as one incement only without allowances since 27/07/2002,
13. Then after my senior P.A. was retd.on 28-02-2006 and being the seniormost steno now, I was promoted since 10-04-2006 on the Basic Post of PA to Director in the Scale of 6500-10500 which was the single and only post affixed for "PA to The Director" after D.P.C. dt. 06-04-2006 but no increment since that i'd got yet; stating that being in the higher PS., i.e. in 7450-11500, the latest promotion is in lower PS, cann't get any financial benefit….,even after my continuous requests,
14.I came to know that my junior steno was getting Rs. 380/- as basic pay more than me since 01-04-1997 as per his dt. of increment, thus applied continuously since 1998, got equalization orders and dt. of same month's increment since 1998, been at pay fixations as 7500 on 1-4-1998 onwards,
15. Since the 6th Pay Commission, got Pay Band as 9300-34800 since 01/01/ 2006 on Grade Pay 4800 and according to GO.'s regarding 3 ACP's, since dt. of Joining, after 26 Years or since 01-12-2008, 'Whichsoever is later ', got 5400's G.P., Pay was fixed further likewise. AND since latest Dt. of this year's increment i.e. 01/07/2015, got increment, affixed at 31,840/- as basic pay on 01-07-2015 by Directoral Orders on 09-07-2015, ….BUT
16. Suddenly, some misunderstanding (UNKNOWN???) is generated as per the UP Pashudhan Anubhag-1, UP Secretariate, Lucknow on the basis of 2 of my Juniors who were retired on 2009 and 2010, they had applied for their retirements's dues @ GP 5400/-'s basis, these orders were not related to me,…. and the same Director Affixed my all Pay fixations since 01/01/1986 cancelling all my promotions etc. and revised my Pay Scales etc. since 01/01/1986 @ basic pay @ 1440/-. ONLY Consequences had done me great harms of about 10,000/- plus loss of per month salary and about 10 lacks's recovery would be affixed on me. I am not the only victim, but 3 of my junior PA's have also to suffer but myBasic Pay and all three other Juniors's Basic Pay is affixed as the same even as per their Juniority,they all were not promoted. BUT our Basic Pay is about the same as Rs. 27,520/- of mine and about 27300/- of them. All are Ladies too.

We all are representing that without any information or giving us chance to present out documents and do justice as per our Service Books analytically EVEN SETTING ASIDE THE JUDGEMENT OF HONORABLE U.P.PUBLIC SERVICES TRIBUNAL-III COURT'S ORDERS OF MY PROMOTIONS, but all in- vain, no reply, only have to seak the FurtherCourts for Justice which is uncertain about how long I could be able to get justice ,as my retirement dt. is 30/09/2017, and one steno has retd. on 31/07/2015 and 2 others also before me.
Kindly suggest me the mistakes, as all Orders were under the time-to-time G.O.'s and Directors and Finance Controllers's Audit Records and Reports, as-well-as The Audit Parties from The Auditor General Office, Allahabad's time-to-time re-examinations, WITHOUT MY FAULTS, why should I suffer as I am not the deciding authority. All my salary has spent on my family responsibilities, e.g. Residential, Car , life Style and my 2 daughters higher educations, one is MBA/married and other doing BBA & my husband is retd.from Defense Services in 2004 from MES.. .. Kindly do the needful and help me in releasing the great financial as-well-as mental tensions please and oblige,.

5. Examined and succeeded as Bi-Lingual (Hindi and English )Stenography and getting @150/- as monthly allowance,
6. Revised scale 515-15-590-18-626-EB-18-680-20780-EB-20-860, basic pay fixed @545/- onwards….,
7. promoted for 110/- days(17/01/1983 to 27/04/1983) on 570-1100 Pay Scale as senior joined back after his deputation, returned back on 515-860,
8. G.O. for Addl.Director in my Directorate Campus in the same /directorate's Office on 22/11/1984 and
the Boss was promoted not the /staff,
9. I filed the case in 1986 and WON it in 1990, got promotion NOTIONALLY since 22.02.1986 in the P.S. 570-1100 before 4th P.C. 's Report.Pay was upgraded from 1440 to 1520 on 22.02.1986, Notionally in 1400-2600's Pay Scale got but as the orders of promotion dt. was 19.02.1990 on the Judgement .dt. 08/02/1990, got the 10 years .Selection Grade on Joining date 30.09.1986, pay fixed as 1560/-,then as 1600/- on 22,.02.1987 onward increased as per the annual increments.
10. On 16th Year's First Promotional Provisions of 5th P.C. since 01/01/1996, G,O.s, Pay scale got 6500-10500, on 30.9.1992. Pay fixed was 6900/- Basic which was 2000/- in P.S.1400-2600, on 30.09.1992, Annual Increment increased every year @200/- onwards..,

The basic concept of MACP Scheme is to provide 1st, 2nd and 3rd financial upgradations to an employee in consideration of completion of 10/20/30 years of regular service in the same scale/Grade Pay respectively. Regular service for grant of benefits commence from the direct entry grade. The Scheme also provides for grant of financial upgradation whenever a person has spent 10 years continuously in the same grade pay.

Your promotion to the post of Office Superintendent w.e.f.18.10.2012 should be ignored as the pay structures for the Assistant and Office Superintendent are similar and you might not have been granted fixation benefit on 18.10.2012. As you completed 30 years of service as on 22.7.2013, you are entitled to 3rd MACP in PB-II – Rs.9300-34800 with Grade Pay Rs.4600.
Hi Gonvindanji, you appear to be well versed in service matters. I would appreciate, if you advise me on the following:- I joined as Stenographer)equivalent to direct recruited UDC Gr.C) on 11/12/1972 in a central govt. deptt. n on 1.11.1978 got promotion to as Inspector in the same group-C, n w.e.f.5.7.1993 got promoted to gazetted group-B & retired in the pay scale of 9300-39000 with grade pay of 5400/- 6th CPC. So under MACP, I think I should get 3 promotions or equivalent higher pay scale to the next promotion cadre & in this way, I was entitled to next promotional higher pay scale with higher grade pay after completion of 30 years on 11.12.2002. Is it correct? However on my representing to the higher authorities, for grant of higher grade pay of 6600/- in pay band of 15600-39100 but I was informed that being a promotee, under MACP, I was already given GP of 5400/-(in pb2) in the pay band of 9300-34800(rather than being shown as under pb3 with corresponding higher pay band of 15600-39000 which was not done so far) while my junior directly recruited colleagues were given higher pay band under pb3 of 6600 with pay band of Rs.15600-39100 under the same MACP orders . Thus I was deprived of both higher pay band of 15600-39100 as well as GP of 6600/-(under pb3) for reasons unknown to me. Accordingly, my pension was fixed at 50% of this amount, after considering last pay drawn by me of Rs.31710/-in the 6th cpc band of 9300-39000 under GP of 5400/-. Under revised pension calculator (1)Is there any difference under 7th cpc pension after revised pay fixation under 7th cpc even if pay scales under 7th cpc levels 9th , 10th or 11th if I go to court? 2) whether initial grade pay of 5400/- in the same pay band of 9300-39100 can be considered as promotion GP of 5400/- under MACP? 3) whether under 7th cpc, non-mention of same GP under MACP under PB-3 in 6th cpc is necessary to get comparable benefits under 7th cpc to be placed in 10/11th level? 4) whether any difference in family pension also arise in future? 5) Whether DOPT orders reproduced as under would be applicable to me- In this connection the Ministry of Personnel, Publi8c grievances, Pensions(DOPT), New Delhi’s OM No.22/22/2009-CSI(CR) dt.12.01.2010 with copy to all Ministries/deptts.of GOI, regarding grant of financial upgradation under the MACP=- in terms of para 8.1 of MACP dt.19.5.2009, it has been clarified that such officials, who have got non-functional (NFG) in the pay scale of 5400/- would only be entitled for 3rd financial upgradation in the immediate higher grade pay of Rs.6600/- on completion of 30 years of continuous service ". how to fix a pay from 4th to 5th pay commission

In NCERT (Govt. undertaking) there is a post of Store Keeper (Gr-I)which is under the Grade pay of Rs. 4200/- as per the VIth CPC. However in NCERT this post is kept under the Grade pay of Rs. 2800/-. RR and other conditions are as per the Govt. (DOPT) norms. By this decision of the administration of NCERT all the employees working on the post of Store Keeper (Gr-I) are looser on the part of Pay and also on pension and promotion on virtue of seniority as per the NPS.
No action is being takan by the athorities on the representations and also no reply on the same are being received from the authorites of the NCERT.

dear sir we are about 20 members working on contract basis as Asst.Professor in on Autonomous body under Health Ministry & FW in Mizoram..we do renewal of agreement every six months, we are kept on contract basis since our joining..almost all of us are having service of 7-8 years..according to UGC we should also get salary equal to the regular employees but we get only half of theirs salary. basic(15600 + 5400 (grade pay)i.e. Rs 21000 Pm Basic and 50% of DA of the Regular employee now we get 29% of DA..all together we get 28500/Per Month..is there any one who can help us to know the rules of regularization of our post and before that is there any way out to get our UGC scale..we tried many times, when Joint Secretary from Ministry of H&FW from Delhi came to visit we had meeting with him, and he is ready to help us..but our Director is having some hurdle like some of our regular employes doesn't let him do a favor for us..please any one of you understand our problems and help us by giving any contact in Ministry of ours and who will take actions against this issue and clear all our problems..please we expect your reply in near future sir.. thanking you sirs..

i am an Employee in an autonomous body under miniwtry of Health & FW in Mizoram. i am on contract basis from 2005..every six months we renew the agreement is it possible to know the rules of regularisation and for the scale of pay as per UGC etc.. we are more than 15 in number in Asst. Professor Rank bt getting very meager amount of pay that. basic pay +grade pay + 50% of Da..now our salary is 28500 pm only..is there any way out to find out some one in ministry who will help us to get our post regularised and get a proper salary please help us sir..

after the fifth pay commission if i was drawing 7250 in the scale of 5500-9000 on 1.8.98 then where should i have been fixed after promotion in the same scale on a post carrying higher responsibility. after one notional increment it was 7425 and the next stage is 7600. where should i have been fixed. i am pensioner and this situation has arisen after more than 14 years . thanks

It is worth to note that the of SGT(X)has been degraded drastically from one CPC to other.
Dear sir don't loose heart nothing good comes easly keep yourself united to those who are aware to this situation actually all sgts should have been upgraded to PB2 but due to x,y and z division has weaken your strength discuss for whole lot you may get support,take example of AFHQ cadre they promoted to PB-2 level 7 after12 yers of service whereas forces are devided into group to create envy to avoid united effort.even navy has Artificer in PB-2 level 5A.
